A simple model for estimating the return on an AI upskilling programme — with the assumptions you should defend and the ones you should drop.

Budget conversations fail when the case rests on "AI is important". They succeed when the case is arithmetic your finance team can check.

The core formula

Annual value = hours saved per person per week x 46 working weeks x number of people x fully loaded hourly cost

Then: ROI = (annual value − programme cost) / programme cost

A worked example

Twenty employees, a fully loaded cost of $45 per hour, and a conservative 2 hours saved per person per week:

2 x 46 x 20 = 1,840 hours per year
1,840 x $45 = $82,800 of recovered capacity
Programme cost at $149 per seat x 20 = $2,980
Net value = $79,820

Even if only half the cohort sustains the saving, the programme returns more than ten times its cost.

Assumptions worth defending

Two hours a week is conservative. Weekly reporting, email drafting, research summaries and meeting notes alone usually exceed that.
Recovered capacity is real only if it is reassigned. Say what the time will be used for.
Savings begin after completion, not at purchase. Model a four-to-six week ramp.

Assumptions to drop

Do not claim headcount reduction, quality improvements you cannot measure, or benefits from tools you have not approved. One inflated number invalidates the whole case.

Measure it afterwards

Baseline three tasks per learner before the course: task, frequency, minutes. Re-measure at week eight. Report the median, not the best case, and keep the raw responses.

Costs to include

Licences, learner time (the largest line — 15 hours x hourly cost), admin time for the rollout, and any tool subscriptions. Including learner time makes the case credible, and it still clears easily.
